How I have repeatedly stated that, if the rate of salary
offered (equivalent altogether to about £800 per annum in English money) should prove insufficient to secure the services of such an officer, the Colonial Legislature, with such important ends in
view, would
cheerfully vote w whatever sum might be found
necessary to provide an adequate
expressed stipend. Much regret is felt here that
there suggestions have not been complied with; and it seems to be generally felt
that a valuable treasure for the
reformation of criminals, and for the
repression of crime, have, through failing to take advantage of the
opportunity afforded by this appointment, lost much of its force. Indeed, the enactment of the New Prison Ordinance, and the issue of the proposed new Prison Regulations, have
been purposely postponed until the
